Facing a significant decrease in business as the economy slowed, B&W Trailer Hitches owner Joe Works could have laid off some of his 180 employees. Instead, he reassigned workers — at full pay — to undertake civic projects in the small eastern Kansas town of Humboldt. His employees have been painting buildings, pruning trees, cleaning up playgrounds and preparing baseball fields, all without charge to the community.
