TSCRA works with sale barns to catch Houston cattle thief

A description from the victim of a cattle theft and a witness was all the Texas and Southwestern Cattle Raisers Association needed to quickly track down the stolen animals.

Handcuffs The Harris County rancher reported the nine missing animals to TSCRA Special Ranger Brent Mast who notified area authorities. With the description of the cattle and a lead on a possible suspect, two TSCRA special rangers worked with TSCRA market inspectors located on-site at sale barns in the area.

According to the TSCRA, it took only a matter of minutes to find a heifer and cow matching the description of the missing cattle sold at Brenham livestock auction. Dernattel Paul Foucher, 43, sold the stolen animals for $1,900 and was taken into custody when he returned to the sale barn to collect his check from the sale.

Eight of the nine animals were returned home, one calf was killed in a vehicle accident involving the suspect.

Foucher is being held on felony livestock charges with a bond set at $25,000. If convicted, he could served up to 10 years in prison and pay a $10,000 fine. Foucher also faces felony cattle theft charges out of Arkansas and could face additional charges for that incident.

TSCRA would like to thank Washington County investigators Damon Wegner and Mark Whidden for their help apprehending the suspect.

TSCRA adds former ODAFF Investigator as special ranger

The TSCRA has added former Oklahoma Department of Agriculture, Food and Forestry Investigator Kent Dowell as a special ranger for District 3 in Oklahoma.

Dowell specialized in agriculture crimes while working as an ODAFF special agent, with 85 percent of those crimes related to cattle theft.

"Kent’s deep Oklahoma roots and his love for the ranching industry make him a great asset to our organization. We welcome him to TSCRA and look forward to working with him,” said Larry Gray, TSCRA executive director of law enforcement and theft prevention.
